Texas Pool Fence Requirements at a Glance
State and local laws change. This information reflects our best research as of early 2026, but you must confirm current requirements with your local building department before installing or modifying any pool barrier. Local rules may be stricter than state minimums.
Texas Pool Barrier Law
Texas does not have a single statewide pool barrier law. However, the vast majority of Texas cities and counties — including Houston, Dallas, Austin, San Antonio, Fort Worth, El Paso, and most other municipalities — require pool fencing by local ordinance. Texas homeowners must check their specific city or county code.
Because Texas has no statewide pool fence mandate, requirements depend entirely on your local jurisdiction. Most major Texas cities have adopted pool barrier ordinances modeled on the International Residential Code (IRC), which requires:
- A minimum 48-inch barrier completely surrounding the pool
- No opening larger than 4 inches in the barrier
- Self-closing, self-latching gates that open outward (away from pool)
- Gate latches on the pool side at least 54 inches from the bottom of the gate
- Maximum 2-inch clearance between barrier bottom and ground
- No climbable features within 36 inches of the outside of the fence
Texas law does provide that pool owners have a duty of care under the attractive nuisance doctrine — meaning an unfenced pool creates liability exposure regardless of whether local code mandates fencing. Homeowners insurance policies in Texas frequently require pool barriers as a condition of coverage.

Recommended Fence Types for Texas
Texas's hot climate is hard on fence materials. Mesh degrades faster under intense UV in Texas heat — a UV-resistant quality brand is worth the extra cost. Aluminum and vinyl both perform well. Glass is increasingly popular in luxury markets like Austin and Houston suburbs.
