San Antonio's Pool Code

No Texas statute puts a barrier around a single-family pool. Instead, cities that choose to regulate pools start from the ISPSC as their default code (Local Government Code 214.103), and San Antonio has adopted the 2024 edition with city amendments. Its Development Services Information Bulletin 170 (revised May 2025) summarizes the residential barrier rules in Section 305:

  • A barrier at least 48 inches tall, measured on the side away from the pool
  • Bottom clearance of up to 2 inches on soft ground such as grass, or 4 inches on concrete and other solid ground
  • Openings too small for a 4-inch ball to pass; chain link mesh no wider than 1-3/4 inches
  • Gates that open outward, self-close and self-latch, with the latch at least 54 inches up or on the pool side at least 3 inches below the top
  • If the house forms one side of the enclosure, UL 2017 alarms on doors with pool access and on first-floor operable windows with a sill under 48 inches, or city-approved self-closing, self-latching doors
  • No barrier needed for a pool with a powered ASTM International (ASTM) F1346 safety cover

Health and Safety Code Chapter 757 is often called the Texas pool law, but its own scope section limits it to apartment-complex and property owners association pools, so a backyard pool at a house falls outside it.
