Ventura County at a Glance
Two Layers: State Law and the County Code
California's Swimming Pool Safety Act (HSC 115922) applies when a building permit is issued for a new or remodeled pool or spa at a single-family home, and calls for at least two of seven drowning prevention features. Ventura County's building code adopts the Act as California Residential Code Appendix CI.
For unincorporated areas, the Ventura County Building Code, 2025 edition (Ordinance 4655, effective January 1, 2026) also adopts the 2024 International Swimming Pool and Spa Code (ISPSC) for private residential pools and spas. The county made no amendments to ISPSC Chapters 2 and 3, so the barrier rules in Section 305 apply as written. Chapters 4 to 6, which cover public pools, are not adopted.
The County Pool Safety Certificate
Building and Safety's Form B59, Pool Safety Certificate (revised February 10, 2023) is how the county applies the rules before a new pool is filled. The owner picks one option from Group A:
- An approved power-operated pool cover, plus one Group B measure other than another cover
- An enclosure meeting HSC 115923, plus one Group B measure other than a removable mesh fence
- An approved perimeter barrier (a property-line wall or fence), plus two Group B measures
Group B lists: an enclosure under HSC 115923 that isolates the pool from the house; removable mesh fencing to ASTM F2286 with a self-closing, self-latching gate that can take a key lock; a manual or power safety cover to ASTM F1346; exit alarms on the house doors to the pool; self-closing, self-latching devices on those doors no lower than 54 inches above the floor; a water break alarm to ASTM F2208; or another means of equal protection verified by a nationally recognized testing lab.
The owner signs the certificate, and the building inspector signs it and authorizes filling once the measures comply. It does not apply to hot tubs or spas with locking safety covers that meet ASTM F1346.
Barrier and Gate Details
The certificate sets these barrier details:
- At least 48 inches high, measured from grade on the side opposite the pool
- The barrier isolates the pool from neighboring properties and the public way
- Gates swing outward, away from the pool, and are self-closing and self-latching
- A latch less than 54 inches above grade goes on the pool side, no lower than 3 inches from the top of the barrier
The 2024 ISPSC adds the rest of Section 305: no opening a 4-inch sphere can pass, no more than 2 inches under the barrier over soil (4 inches over concrete), no opening over 1/2 inch within 18 inches of a pool-side latch, and alarms or another approved option where a house wall forms part of the barrier.
For a barrier under the certificate and the ISPSC, a latch reachable from outside sits at 54 inches or higher; a lower latch moves to the pool side. If the barrier is the state enclosure under HSC 115923, it must be at least 60 inches high, with no more than 2 inches at the ground, and its gates open away from the pool with a self-latching device no lower than 60 inches above the ground.
Permits
The county building code exempts fences up to 7 feet high from a building permit, but not swimming pool barriers, so a pool barrier needs a permit. Prefabricated pools at a house that fall outside the scope of ISPSC Chapter 1 are exempt. Apply through the Ventura County Resource Management Agency, Building and Safety Division, and ask Planning about where the pool and fence can sit on your lot.
Ventura County: Who Sets the Rule
The county code covers unincorporated areas only.
| Area | What we verified |
|---|---|
| Unincorporated Ventura County, such as Oak Park, Somis and Piru | 2024 ISPSC through the county building code, the state Act, and the county pool safety certificate. Permits through county Building and Safety. |
| Oxnard, Thousand Oaks, Simi Valley, Ventura, Camarillo, Moorpark and the county's other cities | Separate building departments. The state Act applies everywhere; ask your city which pool code and edition it enforces and which form it uses. |

Frequently Asked Questions
Ventura County Pool Fencing: Start With the Certificate
In unincorporated Ventura County, plan the barrier around the county pool safety certificate. Pick the Group A option first, a power cover, an enclosure or a property-line barrier, then the Group B measures that go with it, and build the barrier to the 2024 ISPSC.
Inside a city, confirm the local code with that city's building department before you order fencing.
